*GRAMMAR QUESTION*

Correct the errors in the following sentence:

I wasn’t understanding what he means when in a speech he has given Mr Harper was saying the funding will help them suffering from mental illness and their family’s.

Note: British spelling indicates that abbreviations do not take a period afterwards if the last letter of the actual word is the last letter of the abbreviation but American spelling requires a period after the abbreviation nonetheless.

I couldn't understand what he meant when, in a speech he gave, Mr Harper said: "the funding will help those suffering from mental ilnness and their families."

-I felt that replacing "wasn't" with "couldn't" made the sentence flow better and so I also had to "understanding" to "understand".
-comma after "when"
-"has given" was replaced with "gave" I felt that it made it flow better with this adjustment.
-"was saying" was replaced with "said" ...I am all for simplifying the text.
-add a colon after said
-quotation marks before: the funding...
-them becomes those
-family's becomes families
-close quotation marks after families

Note: I added a few adjustments because I felt it improved the sentence. Some of these changes may not have been necessary since they may not have been errors in the first place.
